Mr. Celso B. Ligsay, head of the Finance Service, hoped that the webinar was able to address the confusion surrounding the government’s procurement process, mostly experienced by non-finance and non-administrative employees of the Hospital

Speakers of the webinar were Mr. Ligsay, Accounting Section Head Jamaica Vien Pucan-Ortal, Budget Section Head Ronalyn R. Tagudin, Procurement Section Head Kapelhoff Quidang, Cash Operations Head Ritchelle O. Lorenzo, Materials and Management Section Head James Marders, and Administrative Officer Ryan Lumang. The webinar was moderated by Mei Kriezl Ulit and Christian Zen Balguna.

In a short message during the webinar, Dra. Maria Lourdes K. Otayza, Medical Center Chief II, congratulated the organizing divisions for initiating the webinar as she also cited how difficult it is to understand the highly technical government procurement law.

 “There is really a lot of process involved in coming up with a successful procurement in the government,” Dr. Otayza noted.

Despite this, she further challenged the employees of the Hospital, specially the young ones, to master the provisions of the country’s procurement law and consider them as “lessons of a lifetime.”

The country’s procurement process is governed by Republic Act 9184 otherwise known as Government Procurement Reform Act.—John Michael Mugas
